| 7 | Processing of goods may be permitted. Manufacturing is allowed for undertakings already in the free zones, and for new manufacturing enterprises authorised by the Council of Government. | 16 | Freedom of transit by rail between the Free Port and the States it serves, without discrimination and free of customs duties other than charges for services.
